现代服务型政府的核心工作是作出制度安排,进行良好的、科学的制度供给。辽宁省在构建服务型政府的制度体系建设方面成效显著,主要建立和施行了以法治政机制、政务公开机制、绩效评估机制和社会救助机制。为保证服务型政府建设的有序推进,除继续完善已有各项机制外,还需推进公共产品供给机制、财政保障机制和行政问责机制等制度体系建设。

The core work of modern service-oriented government is making institutional arrangements, providing good and scientific institution supply. In constructing the institutional system of service-oriented government, Liaoning province has achieved remarkable results; it has established and implemented various mechanisms, including rule by law, government affair opening, performance evaluation and social assistance. However, in order to ensure the orderly advancement of the construction of serviceoriented government, we need not only continue to improve the existing mechanisms, but also promote the construction of the mechanism of supply for public goods, the financial guarantee mechanism and the administration accountability mechanism.
