摘要
北京政府的文官任用制度,沿袭南京临时政府的文官任用制度,并影响了其后的南京国民政府文官任用制度,也被当今国家公务员任用制度所借鉴。以北京政府时期文官任用制度为立足点,对文官考试、分发、任用三个环节做全面的概括。从表层的文官任用制度诸内容、深层的文官任用制度实施概况、具体的文官任用制度运作成效三个方面来探讨北京政府文官任用制度的实施效果。
The Beijing government's civil service selection system, which followed by the Nanjing Provisional Government of the civil service employment system, affected the subsequent civil service selection system of the Nationalist government in Nanjing and the current national civil service appointment system. It uses the Beijing government during the civil service appointment system as a foothold to study the civil service examinations, distribution and selection in order to make a comprehensive summary of the three links. From the surface of various elements of civil service employment system, deep profiles of civil service appointment system is implemented, the specific civil service appointment system is functioning effectively due to three aspects of the exploration to discuss the results of the appointment of the Beijing government civilian implementation.
