摘要
结合《京都议定书》第一阶段执行情况和所遇到的问题,以长江流域为例,借鉴欧盟的碳交易机制和哥斯达黎加的造林经验,提出在中国长江流域实行水土保持的跨流域补偿机制,以实现控制温室气体排放过程中的社会效益最大化。
Based on the implement situation and the problems encountered in the first phrase of Kyoto Protocol,taking Yangtze River as example,the trans-basin water and soil conservation compensation mechanism in Yangtze River was proposed by learning carbon trading mechanism of European Union and afforestation experience of Costa Rica ,hoping to achieve the controlling of greenhouse gas emissions process with social benefits maxmization.
