网络政治参与的发展是政府公共管理和体现社会主义民主政治的迫切需要,有利于落实"以人为本"的治国理念,使政府的社会服务更具有可选择性和向"公共服务"治理理念的转变。网络技术的虚拟性和隐蔽性,导致辨别网络政治参与信息真伪的困难性、非理性化发展对国家公共管理职能的不利影响。积极引导和培育公民社会、非政府组织等民间组织,转变政府管理社会的职能,建立健全公民参与机制,形成与公民政治参与的良性互动回应机制。

The development of network political participation is the urgent need of govermnent＇s public management and of the expression of socialist democratic politics. It is in favour of the implementation of people - oriented governing ideas and makes the governmcnt＇s social services more optional and change to the ＂public services＂ concept of governance. Net- work technology＇s virtual and concealment lead it difficult to identify the authenticity of network political participation＇in- formation, which develops non- rationally and has adverse affection on the country＇s public management functions. We should guide and cultivate citizen society, non - government organizations and some other civil organization, transform the function of govemment＇s management, establish the system of citizen participation and form the benign interaction response mechanism to citizen＇s political participation.
