我国公共行政精神的塑造

Shaping Spirit of China's Public Administration

通过传统公共行政、新公共行政、新公共管理和新公共服务四个阶段,探讨公共行政精神的萌芽、发展和完善的过程。在此基础上,指出西方公共行政精神对于我国构建服务型政府的重大启示作用,以及在我国服务型政府构建中如何实现对公共行政精神的进一步完善。

The processes of the generation, development and improvement of the spirit of public administration were discussed by analyzing the four stages： traditional public administration, new public administration, new public management, and the new public service. It was pointed out that the spirit of western public administration had important effect on construction of service-oriented government in our country. How to achieve the further improvement of the spirit of public administration in the construction of China＇s service-oriented government was explored.
