辽宁省矿产资源产业发展战略之思考

DEVELOPMENT STRATEGY OF MINERAL RESOURCES INDUSTRY OF LIAONING PROVINCE

建国以来，以矿产资源为依托辽宁省建立了国内首屈一指的重工业基地。矿业在辽宁经济中发挥着重要的作用。本世纪末，辽宁矿业面临了一系列的困难，诸如资源匮乏、开采难度加大等等，但同时也面临经济增长、对外开放等发展机遇。依据辽宁省的基本省情，在新世纪应继续将矿产资源产业作为主导产业，在政策上给予大力度的倾斜。其主要措施是加大资源勘查投入，将现有产业组织进行重组，加大对外开放力度，用高科技改造传统产业，在辽宁东部山区建立矿产资源经济特区。

Since the establishment of China, one of the largest heavy industry basements has been constructed in Liaoning province with the backing of mineral resources, and the mining industry has played more and more important role with the economic development. At the end of the century, the mining industry of Liaoning is facing a serious of difficulties, such as the shortage of resources and backward mininig technology, and also facing a plenty of development opportunities, such as rapid development of economic situation and the further opening to the outside. So the paper suggests that the mineral resources industry of Liaoning should continue to be placed in the first position of all the industries, and should be invested more in resources exploration. The present industry organizations should be adjusted and a mineral resources economic special zone should be established in the eastern mountain area of Liaoning province under a preferential policy.
