摘要
作为我国首批国家级高新区,合肥高新区经过近20年的建设和发展,已完成了以要素集群为主导的"一次创业",目前正面临着以增强自主创新能力为主导的"二次创业"。文章运用SWOT法,分析了合肥高新区在"二次创业"中面临的机遇和威胁及自身的优势和劣势,找出"二次创业"的战略定位和发展路径,总结出制约高新区发展的瓶颈因素,就如何突破当前制约高新区发展的瓶颈,更好的进行高新区建设给出对策。
As China＇s first state-level high-tech zone, after nearly 20 years of construction and development, Hefei high-tech zone has been completed the cluster-led ＂first-time pioneer＂, and is facing the ＂second-time pioneer＂. By applying the SWOT analysis, this paper puts forward the opportunities and threats of the Hefei high-tech zone in the ＂second-time pioneer＂ and their existing strengths and weaknesses. Summed up the bottleneck factor constraining development of high-tech zone, how better carries on the development zone construction, the reform of the current bottleneck restricting the development of high-tech zones are given in strategies.
