摘要
根据洪灾区灾后经济运行发展状况，从综合评价角度，提出了洪灾间接经济损失评估的方法及数学模型。针对所研究的洪灾区，建立了地区间投入产出表，给出了各产业部门的投入－产出约束、交通运输网约束、库存约束、产品需求约束，以及间接停减产损失、产品积压损失、投资溢价损失的计量方法。从国民经济整体效益出发，建立了计算洪灾间接经济损失下限的多目标优化模型。
An evaluation method and a mathematical model for indirect economic loss of flood damage are presented in this paper. According to the region of floodplain , the input output table is constructed. Input output constraints, transportation system capacity constraints, storage capacity constraints and product demands constraints of every sector are given. Measurements of indirect cost of shutting down or slowing production,cost of pulling up product and cost of investment premium are suggested. The multi objective optimal model is given for indirect economic loss of flood damage.
