杭州是中国经济社会最为发达的城市之一。在快速发展过程中,杭州市政府深深体会到,要适应经济社会发展的需要,必须进行治道变革。为此,杭州市政府提出了社会复合主体的政策理念。经调研发现,杭州市社会复合主体不仅是一种发展理念,对于城市发展有着重要的意义,而且还是一种治道新理念,对于城市政府的治道变革也具有重要的意义。它值得我们关注,值得我们深入研究、总结和思考,因为它为中国未来的政府治理模式,中国未来的城市治理,乃至中国整个社会转型与发展,提供了新的模式。

As one of the most developed cities in China, Hangzhou municipal authority recognizes that, in the rapid developing process, to meet the needs of economic and social development, it＇s essential to reform city administration. For this reason, Hangzhou municipal authority raises the concept of social compound subjects. This paper holds that, social compound subjects not only is a developing idea and is of great significance for city development but also is a new administrative idea and is of important significance for municipal authority＇s administration. Given it provides a new model for China＇s future city administration and even China＇s social transformation and development, social compound subjects deserved to be paid attention, be researched in depth and be summarized.
