区域排污方案的制定思路——以河源市高新技术开发区区域排污方案为例

Guideline for Constituting Regional Pollutant Discharge Scheme——Analysis of the Case of the Pollutant Discharge Scheme for High-Tech Development Zone in Heyuan City

制定合理的区域排污方案是区域开发、规划环评的重要内容之一。从环境保护的角度提出了区域排污方案制定的总体原则和思路,给出了纳污水体理想水环境容量的计算模式。并以河源市高新技术开发区为例,对区域排污方案的制定思路进行了探讨。

In this article the author introduced the principia and guideline for the regional pollutant discharge scheme, which is a crucial part in the environmental impact assessment （EIA） for the regional development plan. The calculation model was also introdueed to ealeulate the ideal water environmental capacity of the pollutant holding water body. The case in the high-tech development zone in Heyuan City was analyzed as an example to probe into the constitution of the regional pollutant discharge scheme.
