摘要
美国2006年的《普林斯顿国家安全项目报告》提出构建"民主联盟"的新设想。笔者认为此外交构想旨在巩固美国世界领导权,为其世界领导地位赋予合法性,将"民主和平"制度化。本文阐述了建立"民主联盟"的内涵,从影响"民主联盟"付诸实践的有利条件、阻碍因素及其他变量等方面分析"民主联盟"的可行性。认为美国国家实力的强大、民主价值观的吸引力、全球治理的必要性以及新兴国家的挑战有利于构建"民主联盟";但"民主联盟"反全球化的本质、"民主联盟"缺乏广泛性和美国政界的重视等因素削弱了该构想的可行性;民主国家追随程度的不确定性则是影响"民主联盟"付诸实践的变量。
Forging a World of Liberty under Law, a report released in the United States in 2006, suggested establishing a "Concert of Democracies" in the world. This suggestion actually aims at underpinning the United States' world leadership, enduing the leadership with legitimacy and institutionalizing the "democratic peace". This paper explains the contents and essence of"Concert of Democracies" and analyzes the pros, cons and variables which could have a significant influence on its feasibility. The United States' strong national power, the universalized concept of"democracy", the necessity of global governance and the challenge from the newly rising powers facilitate its establishment, while its character of anti-globaliza- tion and its lack of universality and attention would be unfavorable in attempting to put the plan into practice. Besides, the uncertainty of whether the democracies will follow suit would serve as a variable.
