江苏产学研联合创新模式研究——以常州市产学研合作现行模式为例

Innovative Modes of Cooperation among Industry,University and Research Institute——A Case Study

以常州市为例,总结常州产学研合作经验,查找存在的问题。在常州产学研合作中存在合理的利益分配机制尚未形成;企业与高校、科研机构的合作层次仍有提高的空间;院校或科研院所对研究人员的评价体系存在缺陷;企业自身研发能力有待提升;科技中介服务体系不健全等问题。提出加强组织领导,强化官产学研协作机制;建立利益和风险共担的产学研创新机制;构建产学研创新战略联盟,形成产学研长效合作机制;加强科技中介服务体系建设;优化产学研合作的配套环境等建议。

This paper,taking Changzhou as an example,makes an analysis of the status quo of 'Industry-University-Institute' cooperation,and lists the following problems: profit and risk sharing mechanism not established,low cooperation level,researcher performance evaluation system not well-established,industry's poor research performance,and poor intermediary service.Accordingly it makes the following suggestions: to strengthen organization,to enhance the system of cooperation among government,industry,university and research institute,to construct profit and risk sharing mechanism,to form strategic alliance and perfect the long-term cooperation system;to improve intermediary service,and to optimize the environment for 'Industry-University-Institute' cooperation.
