摘要
通过科学合理地设定指标构建原则、思路,并依照数据可得性和实证结果反复试验,构建了一个国际可比的人才环境评价指标体系,并通过应用至58国1999-2006期间的核算证实了其科学合理性和可操作性。实证结果的分析表明,中国人才环境不容乐观,排在中下游,二级指标中,宏观环境表现稍好,其余与总体情况一致,而历史的结果也并未表现出显著上升趋势,这对我们是一个警示。
We construct an index system comparable internationally for talents environment, complying with scientific principles with the consideration of data available, and try to prove its rationality and operathility through an application on 58 countries during the period of 1999 - 2006. The results generally illustrate the good performance of our index system. We also find that the talent environment of China ranks lower than the middle. Macro - environment performs relatively better while other second indicators coincide with the upper indicator's situation. Moreover, no significant progress can be noted in the historical analysis, which is a warning sign for us.
