农村安全供给的基本需求与制度保障

The Basic Requirement and System Ensurance of Rural Safety Supplyment

安全从本质属性上讲是一种公共品,属于非物质性公共品。安全需求是农民的深层次需求,但这一需求在一些农村地区难以完全得到满足。现阶段农村社会,盗窃抢劫现象、村民矛盾等,构成了威胁农村安全的主要因素。安全这一公共品供给不足的原因,一是村庄自身供给安全的能力大大降低,二是基层政府在安全供给上存在问题。为此,应加强乡村组织建设,使之能够有效提供安全和秩序供给;建立适应农村社会经济基础的乡村执法和司法制度,维护农村社会安全、促进农村社会和谐。

Essentially speaking,Safety is a kind of public goods,which is immateriality.Famers safety requirement is their deep need,which is difficult to be satisfied in some rural areas. Currently,in rural society, phenomenon of theft, rob, gang harass,and villagers＇confliets, are the main factors to destroy rual safety.The public good of safe isn＇t sup- ply enough. There are two reasons：one is that the safety function of villages is reduced greatly;the second reason is that,government in grass roots have some problems in supplying safety. Therefore, we should strengthen the organiz- ing construction of villages,to make them supply safety and order efficiently; set up execution and judiciary system which is adapted to rural economy and society, to maintain social safety and harmony in rural areas.
