After the cold war, the trend of the power gradually decentralized appearing in the international community and at the same time the nations＂ behavioral adjustment promoted by the conversion of the international system made the nations much more care about the interests decided by the national strength. Under this kind of background, India makes the best use of the rare opportunity to adjust its diplomatic strategy positively, and to establish a safe peaceful international environment for its emergence. Therefore, Indian emergence has both its own special demands and the systematic level＇s reasons.
