作为世界人口最多的发展中国家,让更多的人老有所养、病有所医、失有所补是社会保险制建设的目标。巨额的资金缺口,不仅影响保险待遇的正常支付,而且会对经济发展和社会稳定产生重大影响。对于处于转型期中国来说,研究社会保障资金征收效率以指导征收方式的改革显得十分重要和迫切。本文通过对养老保险征收效率的实证研究,分析全国31省、自治区、直辖市养老保险费征收体制的效率差异,并基于定量研究结果提出了社会保险费征收体制改革的思路。

Large amount unmet needs, not only influence insurance treatment normal payment, but also has significant influence to the economical development and social stability. Regarding to China in transition period, the research on social security fund collection efficiency to instruct the collection way reform appears extremely important and urgent. This paper through to empirical research of the old - age insurance collection efficiency, analyzes the differences of the aged insurance premium collection system efficiency in national 31 provinces, the autonomous regions, and the municipalities, and proposed the social insurance premium collection organizational reform mentality based on the quantitative investigation result.
