中国公务员社保制度的合理性因素及改革思考

摘要 公务员社保制度是影响当前中国社保制度统一、衔接及《社会保险法》出台的一大障碍。本文从思想传承、国际比较、薪酬管理及社会分层的角度讨论,认为中国公务员的生命周期总薪酬和从业人员数量具有合理性因素,而待遇获得形式则不甚合理。如不对体制性因素进行改革,公务员社保制度的改革将无从谈起。在此基础上提出当前一段时间内需要改革的重点是现期货币收入、现期非货币收入及延期社保收入的重新分配。 The current social servant social security system is a great obstacle in the China system untied and follow - up and impact on the "Social Security Act". This article think that the life cycle income of the Chinese civil servant and the total number of employees with a reasonable factor, but access to forms of treatment is not reasonable passed from the trend analysis, international comparisons and the remuneration of management and discussed in terms of social stratification. We should pay more attention to the Institutional factors. Based on theanalyze, the author thinks that we should focused on the need to reform the current income, current income and the extension of non - monetary social security income distribution, political reform, as well as the pay structure of the efficiency and transparency on the current period.
