In this paper, we adress on the feasibility of county financial institutions＇ deposits mainly be devoted to the local community and focus on the resticted factors that hinder the loans to the local community. For the first time, we examine the impact and the effect of deposits mainly be used to the local community and put forward clear objectives for the loan-deposit ratio and policy framework.
