先秦中原文化区域国际政治思想主干及其当代价值

International Political Thoughts in Pre-Qin Zhongyuan Cultural Area and Its Contemporary Value

作者以中国传统文化为切入点,从行为体和体系的双重视角考察先秦国际政治实践,挖掘出孕育于中原文化区域内的五点国际政治思想:"大一统"秩序观、以结盟为核心的国家安全观、以富国强兵为追求的国家权力观、以民心为导向的国家道义观及"和而不同"的理想观。同时,对比分析了与此相关的国际政治问题,提出其当代价值:作为"世界政府"的联合国如何寻觅建立起一套以天下为公的、和谐的世界制度的路径与方法,以实现儒家文明、基督教文明等相融共生、共同繁荣的和谐世界为目标的"大一统"秩序。国家安全已突破以全面结盟为核心的军事范畴,而是以有限度结盟为核心的多层次、多领域的国家安全,表现为双边及多边间签署经济合作协定或条约。以经济为主的非暴力手段成为国际互动主流形态,在强化以军队为主的国家力量外,培养国际化复合人才、建立和扶持跨国企业集团等是实现中国国家权力最大化的优化途径和方法。国家道义关乎中国国际政治实践中的国内外民心所向问题,建立国家形象评估机制,以把握国内民情及国际对中国的舆论导向。

Based on actor and system analysis,the article looks into the pre-Qin period and draws five pieces of international political thoughts rooted in Zhongyuan culture:thorough unification order,national security with alliance as the core,national power with a pursuit to make the country rich and build up its military might,national moral guided by the people,and the ideal of 'being harmonious but different'. Internationally,the territory of 'through unification' has gone beyond China and extended to the whole world,where the UN,as the world government,tries to establish an international institution to serve all the people and set up an order under which Confucianism,Christianity,and Islamism can coexist with each other. In this regard,China should make concerted efforts along with other countries.
