摘要
天然气供给体系的规制重构,是由天然气供给生产的产业属性、运营方式和产业发展需求所决定的。天然气供给的自然垄断性、运营方式的结构性失衡以及产业发展的动态性,决定了重构规制的过程,体现为解制与规制的内在统一。建构"弱—经济性规制——强—社会性规制"的规制模式,意味着政府将逐渐淡化干预行业经营的微观经济政策,而将注意力转移到应对行业生产的外部不经济和基于信息不对称而诱发的社会问题上来。协商性规制、联合性规制和激励性规制,作为政府规制的创新工具,在实践中的强弱应用,将有效克服"规制悖论",从而使规制回归于消费者代理人的公共权力身份,体现维护公共利益的本质。
Regulation rebuilding of gas-supply system is decided by industrial attribute, operation and development demand of gas supply and production. Natural monopoly, unbalanced structure of operation mode and dynamism of industrial development determine the process of regulation rebuilding, representing the inner unity of loosening system and regulation rebuilding. Establishing the regulation mode of "weak-economic-regulation, strong-social-regulation" means that government would gradually weaken micro-economic policy of interfering with industrial operation and focus on social issues triggered by external diseconomy and asymmetry ot so as to make regulation recover its identity of public power of consumers' agents, that is, embodying the nature of safeguarding public interests.
