关于民族问题的两重属性--三十年来民族问题概念广义、狭义之争的学理反思

Dual Attribution of the Term National Question:A Reflection Basing on the Review of the Controversy Concerning of the Concept of it Last 30 Years

文章针对三十年来民族问题概念广义、狭义之争不断升级的症结,阐述了广义论对民族问题两重属性的基本看法:民族问题的社会性是代表问题原型或本质根源的第一属性,而民族性则是民族问题与一般社会问题的区别特征。中央"十二条"中提出的"两个包括"强调了民族问题的社会性,其宽阔的视野是贯彻落实科学发展观、构建统一多民族国家和谐社会的宏伟目标所决定的;"五个特性"阐述了民族问题的特殊重要性,又能使民族问题在"两个包括"范畴内严格区别于一般社会问题。

The paper finds out the crux of being greater controversy on the concept of national question in the past 30 years. Contrary to the theory that defines the concept in a narrow sense,the one in a broad sense developed a basic argument that the social attribution of national question is first original and essential,and the national attribution of it is a distinguishing characteristic from general social question. 'Two Togetherness' stresses the social characteristic of the national question. The implement of scientific development idea and great goal of constituting unified multi-nationalities state and harmonious society offers a broad view for the question. 'Five Characteristics' is common in whole world,and presents the special significance of national question,and make it as a part of general social question distinguish from other social question under the framework of 'Two Togetherness'.
