农民工参保率低而退保率高的现状引起了社会各界广泛关注。问题的根源在于农民工参加社会保险存在重重困境。要扭转这种局面,需要从理论上树立制度效率的理念,确立差别待遇和分化的原则,确立实体性权利与程序性权利保护并重原则;依据身份平等的理念,确立户籍价值中立的原则。在此价值取向指引下,提出相应的制度改革路径。

The current situation of low rate of participation in social insurance and high rate of quitting from it of farmerturned worker has aroused wide attention from all walks of life. The root of the problem lie in deep trouble on taking part in social insurance of farmer-turned worker. To reverse this situation, it is needed to establish the concept of system efficiency, to establish the principle of differential treatment and differentiation, to establish the principle of paying equal attention to substantive rights and the procedural right, to set up neutral value principle of the residence based on the idea of status equality in theory, then we should put forward the correspondent institution path on this basis.
