日本失业保险制度由失业保障和失业预防双层系统构成,突出了预防、保障、能力开发三大特点,发挥了强化就业、稳定生活、实现再就业三大功能。借鉴日本失业保险制度的经验,对处于改革中的中国失业保险体系建设具有重要意义。

Japan＇ s unemployment insurance system consists of two-layer system of unemployment insurance and prevention of unemployment, which presents three characteristics ,the prevention, protection, and capacity development,meanwhile, plays three functions of strengthening employment, stabilizing the lives and re-employment. Learning from the experience of the unemployment insurance system in Japan, it is significant for China to construct the unemployment insurance system.
