摘要
国有企业在30年的时间里走过了不平凡的改革历程,时至今日已经初步建立了现代企业制度。不容忽视的现状是国有企业人才流失十分严重,原因在于国有企业激励机制存在着一系列阻碍企业持续、健康、快速发展的瓶颈性障碍,如果不能有效地克服,不能建立健全公平公正的国有企业激励机制将影响到国企改革的成败。
The state-owned enterprises have undergone such a remarkable reforming experience in the past 30 years, and until nowadays the modern enterprises' system has been established fundamentally. But the reality can't be ignored that the serious loss of human resources in state-owned enterprises, because a series of obstacles which undermine the state-owned enterprises' constant, health and rapid development existing in the motivation system. If these defects couldn't be overcame and a fair motivation system in state-owned enterprises couldn' t be built or improved ,which plays an important role in the reform's success or failure.
