低碳技术如何迈过知识产权门槛? 被引量：5

摘要 低碳技术主要指那些有利于减缓和适应气候变化的技术，不仅仅局限于设备或“硬件”，还包括知识、经验、商品和服务、设备、人力资源、资金、组织和管理程序等要素。加快低碳技术的开发以及促进它们在全球范围的大规模使用是有效稳定大气中的温室气体浓度的重要途径之一，也是目前国际气候谈判中的重要议题。知识产权对于低碳技术国际开发与转让的影响则是最近两年新被提出的议题，目前发达国家与发展中国家在这一问题上的分歧在于：
