摘要
公共服务在现代社会的扩展,推动了公共部门与私人部门合作机制的重构。由于管理、制度、组织和治理工具等方面支持的不足,公私合作及其机制建构面临不同的困境。新公共管理、新制度主义、组织社会学、治理工具论和理性选择论对公私合作与互动的理论解析,反映了公私合作的复杂多样性,不仅需要宏观的综合性理论分析,而且需要照应公私合作过程及多次博弈的情境,深入分析合作者的内部结构及其运作机制,把握合作僵局的制度性和非制度性原因,才能建构稳定有效的合作机制,提高公共服务的质量和水平。
The development of public services in modern society has pushed forward the reform of the cooperation mechanism between public sector and private sector. Public-private Cooperation （PPC） and its mechanism setting are facing different predicaments, due to inadequate support in the fields of management, institution, organization and governance tools. The theoretical analysis of PPC and interaction by the new public management, new institutionalism, organizational soeiology, governance tools theory and rational choice theory, reflects the diversity and complexity of the PPC. To build a stable and effective cooperation mechanism and enhance the public service quality and service level, not only comprehensive macro-theory analysis is needed, also the process of PPC and its multiple courses of the game situation should be closely studied with deep analysis of the internal structure and mechanisms of the partners to check the institutional and non-institutional deadlocks.
