An Analysis of the New Model of Public Administration

随着经济全球化的发展和市场经济体制的确立,我国一直实行的传统的公共行政模式已不适应新的社会形势。在这种情况下,我国政府管理者正在探索一种新的公共行政模式。新公共行政模式的主要特征是契约行政、服务行政、有限行政和公开行政。新公共行政模式在其推行过程中受内外因素制约,需要正确处理改革、发展、稳定的关系,"先立法、再改革",改革行政系统内部机制,构建"小政府、大社会"。

With the development of economic globalization and the establishment of the market economy,the traditional model of public administration is no longer suited to the new social situation.Under such circumstances,the administrators of our government are exploring a new model of public administration.The main features of the new model include contract administration,service administration,limited administration and public administration.And the new model is conditioned by internal and external factors. We need to accurately handle the relations between reform,development,and stability,follow the principle of＂legislation before reform,＂and reform the administrative system of internal mechanisms to build a＂small government and a big society.＂
