在特定经济背景下,国有企业和民营企业边际产出效率和组织效率之间的差异,是民营经济地区间发展差异形成的关键因素,它影响到地方政府的意识形态偏好并制定相应的扶持政策,从而使不同地区的民营经济发展出现路径分岔.重庆市民营经济近年发展很快,但与浙江等经济发达地区相比,还存在一些差距.着眼于民营企业与地方政府的内在关系与作用机制,考查地方政府在民营化路径分岔中的行为作用,以期得出对重庆民营经济发展有益的政策建议.

The analysis indicates that, to understand the distance of private economy in different provinces, the difference of marginal utility and organizational utility between SOE and private enterprise are the key points. Private economy in Chongqing has developed a lot during these years, but still fell behind those in the east areas. This paper explains the interaction system between local government and private enterprises and makes out some beneficial policy recommendation.
