论统筹城乡资源配置与地方政府层级改革

统筹城乡经济社会发展,就要调整公共资源配置方式,做到公共资源配置权下移至县域,公共服务统筹权上移到省和中央政府。省直管县能有效调动和发挥县级政府的积极性,促进城乡协调发展。当前改革条件已经成熟,要在分析问题基础上分类指导改革,转变政府职能,明确省、县政府职责重点,下放权力,以事权确定财权,合理核定县的机构设置,缩小省级政府管理规模和幅度,创新市制,调整和完善垂直管理体制。

To giving overall consideration to the social and economic development in urban and rural regions,it needs to adjust the way of public resources deployment,move down the authority of public resources deployment to the county,and move up the authority of giving overall consideration to public service to the province and central government.The policy of ＇county administrated by province＇ may effectively reassign and display the enthusiasm of county government,and advance the balanced development of the urban and rural regions.Now the reform conditions has become be mature,it needs to guide the reform according to different type,transform the government＇s functions,make manifest the responsibility of the provincial and county government,release the authority,establish finance authority according to the affairs authority,check reasonably the county＇s organ establishment,reduce the scale of the provincial administration,innovate the system,adjust and consummate the vertical administration system.
