美日基础研究成果转移政策浅析

USA and Japan Policy in the Transfer of Basic Research Results

传统认为基础研究的主要目的是发现新现象和新规律以及创造新知识,对基础研究的传统评价主要是看其学术价值。而美国和日本越来越重视基础研究的社会经济价值,基础研究也越来越成为科学技术和产业创新的直接推动力。本文对美国和日本基础研究及成果转移政策进行了介绍和分析,并对我国的基础研究相关政策制定提出了几点建议。

The main purpose of basic research is to create new knowledge, and the traditional evaluation of basic research is to see its Academic value. The United States and Japan are increasing the emphasis on the socio-economic value of basic research. The basic research has also increasingly become a science, technology and the direct driving force for industrial innovation. The basic research and the transfer policy of the United States and Japan has been introduced and analyzed. Finally, some suggestions were put forward for the basic research in China.
