知识产权公共政策协同运行模式是将协同学的基本原理运用于知识产权公共政策体系这个复杂系统的构建和运行管理中的一种更高效的政策运行模式。与传统模式相比较,知识产权公共政策协同运行模式更注重宏观政策所体现的序参量管理,以及决策部门之间的信息交互流动,强调借助政策协同机制使各政策子系统相互作用和影响形成政策协同效应,进而产生政策系统的自组织,使系统实现从无序到有序的转变。

The fundamental prineiples of synergeties apply to the construction and operation of IP public policy system, which put forward a synergetic operation model of IP public policy. Compared with the traditional model, the synergetic operation model pays attention to the order parameter management as represented in macro policies and the interactive information flow of among decision-making section ; it also put emphasis on the formation of synergistic effect of policy subsystem with the benefit of policy synergetie mechanism, which can go on to produce self organization of policy system, and achieve order-disorder transformation of system.
