Town planning plays important roles in national macro-regulation system. In view of questions existed in small city and town planning at present historical situations the question that how to establish new urban planning mechanism to suit to socialism market economy is elaborated. At the same time author pointed out that post evaluation work should be strengthened for small city and town planning.
