扬州市农村河道现状及综合整治措施

The Present Situation and the Measures Concerning Comprehensive Improvement of Yangzhou Rural Waterways

从农村河道的功能以及新农村建设的总体目标出发,分析了扬州市农村河道现状,提出了农村河道综合整治是一个复杂的系统工程。农村河道综合整治应以河道疏浚为主,不断扩展疏浚成果,探索有效的疏浚作业模式,并结合农村垃圾、化肥农药等环境污染治理,同时考虑工程、生态和管理措施,保证疏浚成果得到工程、生态维护,通过探索采纳类似城市小区物业公司的管理模式、协调农村规划建设、加大宣传力度、建立健全的资金保障体系等方面保证疏浚成果得到长期、适时、有效的管理和维持。从而推进农村河网水系建设,实现水通、水流、水清、水活,使农村河道发挥最大的社会经济与环境生态效益,以保障和促进社会主义新农村建设的可持续发展。

On the basis of the function of rural waterways and the overall goal of construction of a new socialist countryside, the present situation of rural waterways in Yangzhou is analyzed,and it is proposed that the comprehensive improvement of rural waterways should be a complex system engineering. A comprehensive improvement should be based on river dredging, and the achievements of river dredging should be enlarged and the effective operating modes of river dredging should be probed into. A comprehensive im provement should be combined with pollution treatment of the rural garbage, chemical fertilizers and pesticides. Besides, engineering measures, ecological measures and administrative measures should be taken into consideration. The achievements of river dredging should be protected in engineering and ecology, and be maintained on a long-term basis and efectively in time by studying management mode similar to estate management, coordinating rural plan and construction, increasing the strength of publicity, establishing sound funds security system. The construction of network of waterways is advanced to make water flow smoothly, clean and living, and to make rural waterways maximize economic and ecological benefits to improve the sustainable economic development of a new socialist countryside.
