应对危机事件不仅需要政府的力量,更需要公民的参与。建立公民参与危机管理的相应体制和机制,充分发挥社区、非政府组织和营利组织的作用,建立危机的社会网络支持系统,使公民和政府在危机中同呼吸,共进退,是公民参与危机管理的重要措施。

To deal with crisis requires not only the strength of the Government, but also the help of citizen. To establish the systems and mechanisms of citizen participation in crisis management; to fully play important roles of community, non-governmental organizations and for-profit organizations in crisis management; to establish the social network support systems, it is an important measure to make a cooperation between citizen and government in crisis management.
