公共部门绩效评估与公民参与的若干思考

The Reflection of Government Performance Measurement and Citizen Participation

公民参与是公共部门绩效评估发挥功效的基石,公民参与能够保证绩效评估方向的正确性和考核指标的合理性,能避免绩效评估实施过程的形式化,能确保绩效评估结果的有效利用;公共部门绩效评估的功效不高的关键在于公民参与程度不高,公民参与程度不高的主要症结是政府部门相关功能的缺位;改善公民参与公共部门绩效评估的模型是以政府立法保障公民参与为核心、以专家学者团队和公民建立伙伴关系为辅助、以公民社团组建为补充三点支撑起绩效评估中的公民参与。

Citizen participation is the basis of government performance measurement. It can make government performance measurement develop well and help us choice the key indexes of measurement, and can improve the quality of government performance measurement, and make the result of government performance measurement more useful. Citizen particiation does not develop well in our country for the reason that our government does not act its functions. To solve this problem, we might invent a model which involve three measures. The main measure is that the government should legislate to improve the government performance measurement and Citizen Participation, the other is partnership between citizen and scholars who study on the government performance measurement, the third is to establish many mass organization which focus on government performance measurement .
