农村居民对新型农村合作医疗的认可和积极参与是其能够持续、健康发展的前提和保证,农民参加新型农村合作医疗的意愿虽然只是个表面现象,但却能反映出深层次的政策和制度层面的问题。通过部分实地调查和参阅大量文献的基础上,透过表面现象分析新型农村合作医疗制度所存在的本质问题并提出相应建议。

The rural inhabitants＇approval and positive participation in the new rural cooperatives medical service may be the premise and the guarantee of its continious and healthy development. The farmers＇ participating in the new rural cooperatives medical service wish is not only the superficial phenomenon, but also can reflect the deep level the policy and the system stratification plane question. Through the part of on-the-spot investigation and based on massive literature, the essential question, in which new rural cooperatives medical service system exists, is analysed through penetration superficial phenomenon and the corresponding proposal is put forward.
