摘要
土地征收补偿问题是保障农民利益、维护社会稳定的一个关键问题。文章基于经济学的供给和需求理论以湖北省为例探讨征地补偿标准,通过从供给角度的农地总价值测算和需求角度的农地功能价值测算,得出征地补偿的参考值。研究结果表明:基于供给角度测算的湖北省农地总价值为80—150万元/hm2,以此作为征地补偿的上限值;基于需求角度测算的湖北省农地功能价值为27.7—85.93万元/hm2,为征地补偿的合理值,二者均远高于目前执行的征地补偿标准。
Compensation of land requisition is an important issue protecting peasants' benefits and social stabilization.Based on the theory of supply and demand, this paper mainly discusses the standard of land requisition. Taking Hubei province as an example, it calculates farmland whole value and functional value in the perspective of supply and demand respectively and gets the reference standard of land requisition. It is found that farmland whole value of Hubei province is 800-1500 thousand Yuan/hectare in the perspective of supply, which can be used as the upper compensation amount in land requisition, and that the functional value of farmland is 277-859.3 thousand Yuan/hectare in the perspective of demand, which can be used as the reasonable one. The reasonable compensation based on theory of supply and demand is much more than the current compensation standard.
