山西省后备建设用地潜力评价 被引量:12

POTENTIAL ASSESSMENT OF RESERVED CONSTRUCTION LAND IN SHANXI PROVINCE

摘要 主体功能区划背景下,后备建设用地潜力评价研究成为指导城市化进程中土地资源合理利用以及优化、重点开发区土地利用定位和发展方向的重要基础。文章利用山西省1∶250 000 DEM数据、1∶250 000土地利用矢量数据、国土资源部2005年土地利用变更调查数据以及分县行政区划矢量数据,基于后备建设用地提取规则和计算公式以及GIS空间分析技术,对山西省后备建设用地潜力进行了评价研究。结果表明:山西省未来可用于建设用地的后备建设用地面积合计为7 482.90 km2,约占全省陆地国土总面积的4.78%,略高于全国后备建设用地丰度(全国为3.28%);人均后备建设用地面积的平均值为0.337亩/人,略低于全国0.377亩/人的水平;全省后备建设用地潜力空间分布的总体趋势是南北部大于中部,地势平坦地区大于地势高的地区;从全省人均后备建设用地潜力来看,全省人均后备建设用地潜力空间分布的总体趋势是西北部地区和东南部太岳山地区较丰富,而经济相对发达、人口相对集聚和国土开发强度较高的太原盆地、临汾盆地、运城盆地以及晋中地区较为缺乏,同时吕梁黄土丘陵沟壑区和忻州东部五台山地区以及晋城、长治东南部地区也较缺乏。未来太原盆地、临汾盆地以及运城盆地等国家级和省级重点开发区的土地利用方向应该是以提高土地利用效率、开展建设用地整理和挖潜为主要方向。 With the background of National Major Function Zoning, potential assessment of reserved construction land becomes an important foundation for guiding reasonable land use of urbanization and determining position and developing direction of land use of zones for optimization and development. Using DEM data, 1: 250 000 land use data, land use investigation data of 2005 and administrating data on county level, based on extracting rules and calculating formula of reserved construction land and GIS spatial analysis techniques, the article assessed potential of reserved construction land in Shanxi province. The results show: reserved construction land of future construction in Shanxi province amounts to 7 482.90 km^2, which accounts for 4.78% of total land area, slightly higher than that of China (3.28%); reserved construction land per capita is 0.337 mu/person, which is slightly lower than that of China (0.337 mu/person); the main characteristics of spatial distribution of reserved construction land potential includes: values of north and south are higher than that of middle region, values of plain are higher than that of mountain and plateau regions; according to the values of reserved construction land per capita, the major trend of spatial distribution shows that values of the northwest and southeast region of Taiyue mountain are relatively high, while values of developed region of Taiyuan basin, Linfen basin, Yuncheng basin and Jinzhong are relatively low; besides, values of Luliang loess hilly-gully region, Xinzhou Wutai mountain region, southeast region of Jincheng and Changzhi are also low; land use orientation and development direction of Taiyuan basin, Linfen basin and Yuncheng basin of national and provincial key zones for development should focus on improving land use efficiency, consolidating existing construction land and developing potential construction land in the future.
