近年来,我国投资增幅较高,投资率不断攀高,投资依赖症越来越明显。2010年,预计全社会固定资产投资名义增长30%左右,仍然保持高水平。当前我国的高投资率具有阶段性特征,全社会固定资产投资有"虚增"的成分,固定资产投资高增长是收入分配的必然,但固定资产投资增长过快的风险不容忽视。建议加快政策和体制机制创新,扩大社会投资,将投资增长与扩大就业紧密地结合起来,建立产能过剩预警机制,减少投资的盲目性,利用经济手段改变投资消费结构。

In order to promote grow health of invest, we suggest speeds up the policy and the system mechanism innovation, expanding society invests. Invest growing and expanding the employment must unify closely, the mechanism should be established about over-capacity of production, to avoid blindness and randomness of the investment, using economical method change investment and consumption pattern.
