On Three Gorges Reservoir Management Innovation Based on Its Ecological Safety

随着2009年三峡工程的全面建成,三峡工程的中心工作将由工程建设转向水库管理。三峡水库管理异常复杂,没有现成的成熟的管理办法可供借鉴,未来水库管理面临诸多挑战。为了确保三峡水库的生态安全,需要从完善水库法规体系,创新管理体制,创新生态补偿机制,创新绩效考核评估机制,实施生态移民工程等方面对运行期三峡水库管理进行创新性思考。

The work of Three Gorges project will be focused on the reservoir management after the completion of the Three Gorges Project in 2009. Because of its extraordinary complexity and lack of existed experience the future reservoir management will face many challenges. In order to guarantee the ecological safety of the reservoir we should think innovatively on how to improve the reservoir law and regulations, reform management system, explore ecological compensation mechanism, implement environmental resettlement as well as update reservoir performance evaluation mechanism during the operation period of the Three Gorges Reservoir.
