摘要
城乡基础教育均等化是基于社会的协调发展、政府公共行政管理角度的理念诉求而提出的,目前城乡基础教育仍存在几个方面的差异:经费差异、师资差异、可及性差异。由此差异造成三个方面的效应:流动性效应、人力资本存量效应、收入效应。为了促进城乡基础教育朝向均等化发展,本文从战略层面和战术层面上提出相应的解决措施。
The idea of equalizing basic education in both urban and rural areas is put forward based on the balanced development of the society, the government's public administration appeals. However, there are still such differences of rural and urban area basic education as funds, teachers, and accessibility, which cause the corresponding mobility, human resources and income difference. Based on this analysis, this article will put forward some solutions to these problems.
