On the basis of an elaboration on the concrete concepts of low carbon economy, this paper takes it for granted that carbon should be emitted on a balanced and controlled basis. ＂ Low carbon high technology＂, which include novel type coal based chemical multi products should be developed on the basis of innovation, implementation of low carbon economic strategy, developing coal based alcohol ether fuels to substitute oil and natural gas so that the national energy security is ensured.
