家庭政策的概念迄今没有一个被普遍接受的定义。家庭概念的复杂性、政策目标的多样性以及国内决策环境的差异造成了家庭政策概念界定的困难。传统的家庭政策界定方法为内容涵盖范围界定法、政策目的界定法与政策思想来源界定法。但这几种方法各有其不足。从家庭政策的总体特征来界定其概念应该是一种比较科学的方法。

With the development of welfare state, family policies become an important institutional instrument in the developed countries. It not only guarantees the normally operation of welfare system, but also consolidates and strengthens the political governance. It is necessary to define the family policies. The article analyses the disadvantageous factors and generalizes the general def＇mitions in defining family polices. In the end, based on the characters of family polices, the article puts forth a new conception of family policies.
