西部地区地方高校贫困生资助体系的优化与重构——甘肃省属高校贫困生资助体系调研报告

Optimization and Reconstruction of the Poor Students Aid System in State-owned Universities in Western China——Taking Gansu Province as an Example

随着高等教育改革的不断深化,西部地区地方高校贫困学生就学与学习权益保障问题将日益突出,研究西部地方高校贫困生问题,评估现行资助政策运行效率,全面构筑适合西部地区地方高校的贫困生资助体系,成为国家宏观教育政策关注的重点。论文通过对甘肃省属高校贫困生资助体系的分析,指出了现行资助体系面临的问题与困惑,提出了完善西部地区地方高校助学体系的对策。

With the deepening reform in high educational system, the problems gradually comes out that in Western China the poor students in state-owned Universities lack the protection in enrollment. To study the problems of financial assistance for students from poor families of higher learning in western China and assess the operational efficiency of the current subsidy policy for constructing the system of financial assistance for students from poor families in an all-round way is a key point which needs the special attention of macro policy at the national level This paper points out the problems of the system of financial assistance for students from poor families in state-owned universities through analyzing the system of financial assistance for poor students of universities in Gansu Province. The solution is proposed in the paper.
