Establishing Long-term Mechanism of Mass Culture Construction

群众文化丰富着人们的文化生活需求,对广大人民群众具有十分重要的意义。然而当前我国群众文化的发展面临资金投入不足、专业人才匮乏等诸多问题,制约了群众文化的发展。为促使群众文化的发展步入科学、有效的发展道路,有必要建立群众文化建设的长效机制。群众文化发展的长效机制可以从构建组织体系、管理体制、专业人才和业余人才相结合的人才队伍体系、考核测评体系以及创新体制这些方面来组成。

Mass culture enriches people＇s cultural lives, and it is of great significance to people. However, because of the lack of investments and professional talents, the development of mass culture is restricted. It is necessary to establish long--term mechanism of mass culture construction to push the development of mass culture into a scientific and effective way. The mechanism can be composed of establishing an organizing system, a managing system, a team with professional talents and amateur talents, and an evaluating system and inovating system.
