2008年发生的毒奶粉事件表明我国的食品安全监管体制还存在诸多问题,亟需进行改革。从整个食品产业链的角度看,生产环节的检测程序是防范问题食品进入市场的关键一环,构建一个高效、权威的质量检测体系有助于改善我国的食品安全状况。参照国际成熟经验,独立的第三方检测不仅可以弥补政府检测力量的不足,也有助于提高质量检测工作的效率,是我国食品安全监管体制改革进程中可资借鉴的一种制度选择。

The Sanlu milk powder scandal indicates that the food safety regulation in China should be reformed. The food quality inspection in produce sector is the key link when we try to prevent the problem foods entering market form the whole food chain. Thus, an effective and authoritative quality inspection system is helpful to improving the situation of food safety. According to international experiences, independent third part regulation is a feasible institutional arrangement for the reform of food quality regulatory system in China, since it not only mitigates the shortage of government inspection, but also promotes efficiency of quality inspection.
