摘要
英国作为最大的语言输出国在很长的一段时期并不重视外语的教育。但在后殖民时代,英国的政府和民众越来越认识到外语学习的重要性。英国必须以更加开放的心态和更加有效的外语教育政策来推动英国民众的外语学习。因此近年来,英国教育技能部推出了《语言学习》和《全民的外语:生活的外语——外语教育发展战略》等重要文件。本文从解读文本入手,分析和论述了当前英国外语教育存在的问题、近期及长远的发展目标和发展战略的特点等。本文认为,在后殖民时代英国外语教育的政策呈现多元文化认同的趋势。多元文化认同是全球化时代不可避免的教育发展趋势,对我国目前制定新时期的外语教育政策有很大的借鉴意义。
In the post-colonial era, both the British government and ordinary people have recognized the importance of learning a foreign language. It is believed that England should be more open and set up more efficient strategies to promote the foreign languages education. Therefore, in recent years, the Department for Education and Skills has issued some important documents. This paper does a text-based analysis to explore the problems of the British foreign languages education, the goal of long-and-short term, and the characteristics of strategic development. The author argues that in post-colonial England, the British foreign languages education has the trend of muhicultural identity, which echoes the globalization.
