我国出口信用保险应对国际金融危机的措施

China's Countermeasures to Deal with the International Financial Crisis by Means of Export Credit Insurance

文章首先界定出口信用保险的基本概念与特征及其种类,分析金融危机下我国出口信用保险的现状以及存在的具体问题。通过对浙江省实证分析,进一步调查我国出口信用保险受国际金融危机的影响。在科法斯最新经济增长预测的基础上,提出当前我国出口信用保险的应对措施。研究表明:加快制定出口信用保险法规,为信用保险发展提供法律保障;尽快解决管理体制问题为出口信用保险发展提供组织保障;改变企业内部核算办法,完善企业风险防范机制;适度降低投保费用,进一步拓宽出口信用保险服务领域;加大宣传力度,使更多的企业加深对信用保险业务的了解,是有效的措施手段。

The paper first defines the basic concept of export credit insurance and its characteristics and types, and then analyzes the current situation of our country＇s export credit insurance and the specific existing problems. Through the empirical analysis of Zhejiang Province, it studies the effect of the financial crisis on our country＇s export credit insurance, and puts forward some countermeasures to deal with the crisis on the basis of Kefasi forecast of up- to-date economic growth. It indicates that China should perfect its laws and regulations for export credit insurance so as to provide the legal guarantee for credit insurance development, solve the problem of management system as soon as possible so as to provide the organizational guarantee for export credit insurance development, and change enterprises＇ internal checking system so as to perfect the mechanism for risk prevention, etc.
