建设新农村健康发展指数评价体系研究

Study on the evaluation system of health development index of new rural construction

目的建设新农村健康发展指数评价体系。方法按照科学性、导向性、操作性和推广性等原则,并综合考虑专家问卷意见和实际工作情况,选择评价指标,以层次分析法确定指标权重,以线性综合加权法计算建设新农村健康发展指数,并以宁波市2003-2007年新农村健康发展指数进行验证。结果设计出以健康素质效果指数、健康投入与可持续发展支撑指数、健康公平与效率指数为"度",包含22个基础层指标为"级"的三度二级指标体系,实际结果表明,宁波市2003-2007年新农村健康发展指数呈现出逐年上升趋势,但各基础层指标发展呈现出不均衡性,与实际情况基本相符。结论本文提出的建设新农村健康发展指数评价体系是一种实用、有效的量化管理工具,操作简单,值得推广应用。

Objective To establish the evaluation system of health development index of new rural construction.Methods The evaluation indexes were selected by principles including scientificalness,guidance,practicability and generalization,as well as integrative consideration of these questions-and-answers of specialists and practical conditions.The weights of evaluation indexes were decided by the method of analytical hierarchy process.The health development indexes of new rural construction were evaluated by the linear synthetically weighting method.The evaluation system was tested by the health development indexes in Ningbo city from 2003 to 2007.Results An evaluation index system was established with 22 basic indexes,which could be categorized into 3 degrees and 2 bands.The 3 degrees were consisted of health quality effectiveness indexes,health input indexes and sustainable development supporting indexes as well as health equality and efficiency indexes.The verification results of the model suggested that the health development indexes of new rural construction in Ningbo had been moving upward generally from 2003 to 2007.However,the disposition of the basic indexes of health development was not well balanced,which reflected the reality.Conclusion The evaluation system of health development index of new rural construction advanced in the paper is a practicable and effective quantitative model for health resource management.The model system is understandable and applicable for general public health professionals.
