摘要
随着以绿色、智能(网络)和可持续为特征的全球绿色科技经济时代的到来,人类社会将进入经济社会的革命性变革时代。对于充满理想化价值目标的平民阶层来说,我们认为:城乡一体化是有效应对绿色经济挑战,解决三农问题,实现由"科学发展"到"共同富裕"的唯一路径。由此,在中国办公自化学会的倡议下,我们提出了这份"北京城乡一体化发展战略"报告。该战略报告以"绿色·资本·网络·法制"为对策框架,基于我们对发展低碳经济的深刻认知,把发展"低碳经济"与推动包括体制改革在内的政府制度创新结合起来;把建立应对气候变化的国内机制与实现"城乡一体化协调发展"结合起来;把建立创新的东西部合作机制与构建中国反贫困模式结合起来。我们最重要的不是制定需要批准的政策,而是就公众关切的重大问题向政府和公众提出建议、想法。
With the advent of global green scientific and economic era which characterized by green, intelligent （network） and sustainable, the human society will enter into an era of revolutionary change in economic society. As civilians with idealized value target, we think： Urban-rural integration is the only path to an effective response to the challenges of green economy, to the solvent of three rural issues, to the realization from ＂scientific development＂ to ＂common prosperity＂. Thereout, sponsored by China Office Automation Society, we put forward this report on ＂Development Strategy on Beijing Urban-rural Integration＂. With ＂green＂ capital＂ network ＂legal system＂ as the framework, based on our profound understanding on the development of low-carbon economy, this report is an integration of development of low-carbon economy and innovation on government system including promotion on political system reform; an integration of establishment of national mechanism responsed to climate change and realization of harmonious development on urban-rural integration; an integration of establishment of innovative the east-western regiong cooperation mechanism and construction of China anti-poverty model. It＇s the most important that we do not establishing policies to require Commission＇s approval, but putting forth recommendations, ideas, and options to advise the government, and the public as they considered these important problems.
